This is an assessment mechanism that measures the vocational ability and skills level of employable persons and entrepreneurs in different industries.
Establishment
The Trade Testing Scheme is established and administered by the Industrial Vocational Training Act No. 16 of 1982 and the Trade Testing Regulations of 1989.
Competence Grade Levels
There are three levels of competence.
- Grade (1) – highly skilled level
- Grade (2) – skilled level
- Grade (3) – semi-skilled level
Entry requirements
Grade Three
- Minimum three years of traceable work experience
- Minimum education standard five
- Must be above 18 years of age
- Possession of Grade Three Trade Test Certificate plus 18 months’ post-test experience OR
- A diploma relevant to the trade test is required
- Possession of Grade Two Trade Certificate plus 30 months of post-test experience OR
- Possession of Apprenticeship Certificate

- Grade three – E500.00
- Grade two – E700.00
- Grade one – E900.00

The format of the test
The format of the test for all three levels is related to knowledge with objective–type questions; and practical work to be accomplished within a specific time limit.
- Grade One – 3 working days (24 hours)
- Grade Two – 2 working day (16 hours)
- Grade Three – 1 working day (8 hours)

Panel of assessors
The panel of assessors set the test items compliant to set standards and conduct trade tests to determine the competence skills level of workers in designated trades or the occupations and are nominated to represent the following sectors:
- The Private Sector/Industries
- Technical training Institutions
- Public or Parastatal Sector
